Effective December 24, 2024, Curaçao transitioned to a new regulatory regime under the National Ordinance of Games of Chance (LOK), with all iGaming licenses now issued directly by the Curaçao Gaming Authority (CGA). This reform replaces the previous NOOGH legislation, which governed the renowned master license and sub-license structure, and introduces a centralized, direct government licensing model.
The LOK framework introduces enhanced regulatory oversight through strengthened AML/CTF requirements, mandatory local substance, and formalized player protection obligations. These developments align Curaçao more closely with leading international regulatory standards, comparable to the high-tier licensing jurisdictions, while preserving its competitive cost structure and global accessibility.

Yes. Under the LOK framework, Key Persons are defined as directors, ultimate beneficial owners and compliance officers. Licensed operators must appoint at least one locally resi-dent director, who in practice must be provided by a corporate service provider supervised by the Curaçao Central Bank. EM Group fulfils this requirement by acting as the local resi-dent director (Key Person) and can support additional Key Person functions as operational requirements grown.
A B2C (‘Operator’) license applies to Curaçao-incorporated companies that offer games of chance directly to players or handle player funds in or from Curaçao. A B2B (‘Supplier’) license is a non-mandatory license that applies to Curaçao-incorporated companies that develop, provide or support games of chance to licensed operators or suppliers. A Critical Services Certificate applies to entities providing essential supporting services – such as platform, testing, ADR, payment related services – to licensed operators or suppliers.
