Curaçao represents EM Group’s longest standing and largest established office with a continued presence on the island since 2005.

We support international iGaming operators, suppliers, and critical support services, across every stage of the Curaçao licensing lifecycle — from company formation and CGA license applications through to ongoing compliance, Key Person services, and locally managed substance solutions.

As one of the first corporate services providers in Curaçao to recognize and support the iGaming sector, EM Group has played an active role in the island’s regulatory evolution. This includes direct involvement throughout all major developments, culminating in the transition to the LOK regulatory framework enacted in December 2024.

Jurisdiction
Focus

Curaçao established its iGaming licensing framework in 1996 and has remained one of the most widely utilized jurisdictions for international online gaming businesses for over three decades.

Effective December 24, 2024, Curaçao transitioned to a new regulatory regime under the National Ordinance of Games of Chance (LOK), with all iGaming licenses now issued directly by the Curaçao Gaming Authority (CGA). This reform replaces the previous NOOGH legislation, which governed the renowned master license and sub-license structure, and introduces a centralized, direct government licensing model.

The LOK framework introduces enhanced regulatory oversight through strengthened AML/CTF requirements, mandatory local substance, and formalized player protection obligations. These developments align Curaçao more closely with leading international regulatory standards, comparable to the high-tier licensing jurisdictions, while preserving its competitive cost structure and global accessibility.

EM Group has maintained a continuous presence in Curaçao since 2005, with its local team actively engaged in the jurisdictions’ regulatory development, including from the outset of the transition to the LOK framework.

asked
questions

Does EM Group have a physical office in Curaçao?

Yes. We have maintained a physical presence in Curaçao since 2005. Our local team provides managing director services, Key Person appointments, direct regulatory liaison with the CGA, and day-to-day compliance support from within the jurisdiction.

Can EM Group act as Key Person for my Curaçao license?

Yes. Under the LOK framework, Key Persons are defined as directors, ultimate beneficial owners and compliance officers. Licensed operators must appoint at least one locally resi-dent director, who in practice must be provided by a corporate service provider supervised by the Curaçao Central Bank. EM Group fulfils this requirement by acting as the local resi-dent director (Key Person) and can support additional Key Person functions as operational requirements grown.

What is the difference between a B2C and B2B Curaçao license?

A B2C (‘Operator’) license applies to Curaçao-incorporated companies that offer games of chance directly to players or handle player funds in or from Curaçao. A B2B (‘Supplier’) license is a non-mandatory license that applies to Curaçao-incorporated companies that develop, provide or support games of chance to licensed operators or suppliers. A Critical Services Certificate applies to entities providing essential supporting services – such as platform, testing, ADR, payment related services – to licensed operators or suppliers.
