A Dutch online gambling license holder is not required to be based in the Netherlands.
The regulator states that a license holder may have a company established in the EU or EEA. The board of directors of the regulator may even waive this requirement if the license holder has their statutory seat, their board or their headquarters in a third-party state, of which such state’s laws provide sufficient guarantees for the interests this law aims to protect.
