CURAÇAO GAMING REGULATION: THE CGA’S NEXT STEPS FOR LICENSEES
28 October, 2026

Existing Curaçao gaming licenses remain valid; the CGA interim portal is live; digital seal codes will be distributed when available; and the deadline for Curaçao-based B2B operators to hold a B2B license remains December 24, 2026. Further CGA guidance on enforcement timelines is expected. EM Group supports licensees and applicants through each step of the transition.
Curaçao gaming regulation is entering a new phase following the CGA data breach and the closure of the former online gambling licensing portal. The CGA is operating an interim portal, planning a permanent replacement and continuing the transition to the new licensing framework. This update explains what happened, what the CGA is doing now, what licensees and applicants need to know, and how EM Group can help businesses move forward.
WHAT ACTION HAS THE CGA TAKEN AFTER THE CGA DATA BREACH?
On September 17, 2026, the CGA reported that a digital security researcher had gained unauthorized access to its online gambling licensing portal.
In response to the unauthorized access, the CGA closed the former portal, pursued the takedown of the websites exposing the illegally obtained information and documentation, filed criminal complaints with the appropriate authorities and engaged lawyers in different jurisdictions in order to assess all possible legal options concerning this matter. The CGA subsequently introduced an interim portal to allow applications and supervision to continue while a permanent replacement is planned.
WHAT IS THE CURAÇAO GAMING AUTHORITY DOING NOW?
The CGA is operating an interim portal while planning a permanent replacement. Not all operators are visible on the interim platform yet, but the expectation is that coverage will continue to improve as the transition progresses. The CGA has not announced a completion date for the permanent portal.
The CGA has also confirmed that existing licenses remain valid and provided official statements in that respect to operators. Once digital seal codes become available, licensees should obtain and implement them promptly. Operators that have not received official confirmation of their licensing status should seek assistance without delay.
WHAT CURAÇAO LICENSEES AND B2B OPERATORS NEED TO KNOW
- Existing licenses: All existing licenses remain valid.
- Interim portal: The platform is live, with further operator visibility and functionality expected as the transition continues.
- Digital seals: Licensees should act promptly when their seal code becomes available.
- B2B licensing: The December 24, 2026 deadline remains unchanged. The CGA recognizes that a postponement of enforcement measures may need to be considered but strongly encourages all B2B operators to start the application process as soon as possible. Further guidance on enforcement timelines will follow.
- Data exposure: Affected organizations should assess what information may have been exposed and consider appropriate legal, regulatory and practical responses.
