The Curaçao Gaming Authority (CGA) has reached a significant milestone. Following a comprehensive two-year transition, the CGA is now issuing full ‘indefinite’ licenses under the National Ordinance on Games of Chance (LOK) — marking a new era of regulatory maturity for one of the world's most established iGaming jurisdictions.

A New Chapter for Curaçao iGaming

The LOK replaces the framework that had been in place since 1993, previously known as the NOOGH, which empowered a small number of individuals ‘master license holders’ to establish and oversee an industry built on sub-licenses.

The new model —the LOK— introduces a direct licensing regime, consolidating all gambling activities, both land-based and online, under one single legislation framework. This unified system is governed by one central body, the Curacao Gaming Authority (CGA).  

With this enactment of the LOK, the CGA is now responsible for issuing licenses (permits) and directly supervising entities that operate or supply games of chance in or from Curacao, under B2C or B2B classifications.

This shift underscores Curaçao's commitment to transparency, stronger governance, and long-term credibility within the global iGaming sector. For operators, it represents a clearer, more structured, and more internationally aligned framework than its predecessor—a positive development for the iGaming sector.

What a Successful LOK Application Looks Like

The CGA's application process is structured across two formal phases.

The first assesses integrity, ownership structure, and financial viability, while the second evaluates technical compliance and operational readiness.

To secure a full ‘indefinite’ LOK license approval, an applicant must demonstrate genuine corporate substance, a verifiable ownership structure, and a functioning compliance framework.

Core requirements include anti-money laundering (AML) policies aligned with Financial Action Task Force (FATF) standards, Know Your Customer (KYC) procedures, Alternative Dispute Resolution (ADR) for players, and the appointment of a dedicated compliance officer. Importantly, each of these elements must be demonstrably embedded within day-to-day operations - not merely documented.

Non-successful applications

Non-successful applications typically arise either from incomplete submissions—where applications may be paused and ultimately rejected at an early stage—or from more advanced assessments where identified deficiencies lead to a notification of intent to reject. This may occur prior to approval or during the initial temporary six-month approval period, which can be extended for an additional six months before a final decision is made on granting a full, indefinite license.

Where a formal rejection decision is issued, applicants generally have two primary paths forward: initiating a formal objection or submit a reapplication to the CGA.

Applicants may file an objection directly with the CGA and, where appropriate, escalate the matter through an appeal to the Court of First Instance of Curaçao.

Under the LOK, only entities established under Curaçao law and maintaining their statutory seat in Curaçao are eligible to apply. A Curaçao-resident managing director is required, and the CGA evaluates the quality and effectiveness of this local oversight as part of its assessment.

Additional substance requirements under the LOK have been deferred until April 1, 2027, pending further review.
