The Curaçao Gaming Authority (CGA), in accordance with the enactment of the LOK, announced a new fee structure on 12th February 2025 for Curaçao licensees; the Curaçao gaming landscape is now implementing the modernized changes, starting with fees. Here's what matters to you

What you'll pay: B2C Operations

Total annual cost: 47,450 EUR

  • 24,490 EUR to the Government of Curaçao (National Treasury)
  • 22,960 EUR to the Curaçao Gaming Authority (CGA)

Getting started:

  • Initial application fee: 4,592 EUR
  • UBO application fee: 150 EUR per person
  • Listed UBO application fee: 2,551 EUR per entity

A non-refundable application fee must be paid to the Curaçao Gaming Authority (CGA) before submission of your business documentation.

What you'll pay: B2B Suppliers

Total annual cost: 24,490 EUR

  • Single payment to the Curaçao Gaming Authority (CGA)
  • No separate Government of Curaçao (National Treasury) fee required

Getting started:

  • The initial application fee and submission process is equal to the B2C requirements

Transitional details for existing applicants/seal holders

Understanding the transition from NOOGH to LOK licensing requires careful attention to payment structures and timelines. Here's your comprehensive breakdown:

Existing green seal holders (B2C & B2B2C):

  • Annual license fee to the Government of Curaçao (National Treasury):
    • January – June: 12,245 EUR (invoiced February 2025)
    • July – December: 12,245 EUR (invoiced June 2025)
  • Annual supervisory fee to the Curaçao Gaming Authority (CGA):
    • January – June: 11,480 EUR (invoiced February 2025)
    • July – December: 11,480 EUR (invoiced June 2025)

For B2B iGaming license holders

  • Annual supervisory fee to the Curaçao Gaming Authority (CGA)  only:
    • January – June: 12,245 EUR (Invoiced February 2025)
    • July – December: 12,245 EUR (Invoiced June 2025)
  • No additional Government of Curaçao (National Treasury) fee required

Important notes for igaming license holders

  • Previously issued NOOGH invoices must be settled for continued operations
  • The monthly invoicing system of the NOOGH has been discontinued per the enactment of the LOK and replaced with a periodic invoice issued on an annual calendar basis, paid subsequently before January 15th of each following year
  • 2025 Invoices will be paid in 2 phases, over a period of 6-months
  • Provisional license holders have 6 months to achieve LOK compliance
  • Additional 6-month extension to the Provision license is possible with Curaçao Gaming Authority (CGA) approval
  • Non-compliant operators will not receive second-half invoices
  • License revocation applies for non-compliance

For recently approved B2C operators (no green seal):

  • Must settle any outstanding NOOGH invoices
  • Previous payments will be credited against 2025 Government of Curaçao (National Treasury) invoices
  • Will receive adjusted invoice for remaining LOK license fee balance
  • Required to pay full Curaçao Gaming Authority (CGA) supervisory fee (22,960 EUR)

For B2B entities with 2024 overpayments:

  • Curaçao Gaming Authority (CGA)  will assess overpayments individually
  • Credit mechanisms available for future invoices
  • Individual notification of credit arrangements
